Located in the historic mining town, turned technology hub of Folsom, Calif., Direct Valuation Solutions, Inc. (DVS) and DVS-AMC serves as a business partner to appraisers and lenders alike, providing a uniquely developed SaaS (Software as a Service) valuation platform as a non-biased means to introduce appraisers to lenders. In August, 2018, DVS was acquired by Pro Teck Valuation Services.

Our founder, Mike Ousley, built the DVS Platform with one thing in mind—to compliantly and efficiently bring the lender and appraiser together.  The DVS Platform allows the appraiser and the lender (or due diligence firm, investor or any real estate professional who orders the appraisal report) to work together using the DVS suite of tools to enhance the appraisal fulfillment experience for both parties. Not only does our DVS Platform use technology capable of managing thousands of valuation transactions daily, we’ve added best-in-class quality control, performance scoring, data enhancements and communication technologies to seamlessly allow end-to-end valuation solutions for our users.  And, if the lender wants additional services provided an Appraisal Management Company, then DVS-AMC leverages the DVS Platform and adds services such as appraiser communication, quality control reviews by staff certified appraisers and general oversight of the complete process.

Mike Ousley is the founder of Direct Valuation Solutions. His professional background spans 30 years of real estate collateral assessment, mortgage banking, and private and public business.

Early in his career, Mike was a Vice President at California Federal Savings Bank, and was instrumental in setting service and quality standards throughout Northern California and Nevada. He founded Foster Ousley in 1987 and led it through its growth from a small two-person operation to a nationwide company employing over 400 people, including hundreds of staff appraisers and thousands of contractors through multiple offices in dozens of states.

After exiting Foster Ousley in 1993, Mike started Appraisal Enhancement Services (AES) — a new multi-office, nationwide firm that used technology to help clients manage thousands of real estate transactions daily. AES also provided collateral audit, review and valuation services. His clients were the largest real estate lending, mortgage insurance companies, rating agencies and investment banking firms in the United States, including Goldman Sachs, Wells Fargo, Bank of America, Countrywide Funding, UBS, JP Morgan, Standard & Poor’s, Moody’s, GMAC, and GE Capital.

In 1998, AES was recognized by the San Francisco Business Times as the seventh fastest growing private firm in the Bay Area for revenue, growing more than 400 percent annually. He developed web-based valuation and collateral risk tools and scoring models that assisted the mortgage and investment banking industry in managing workflow and decision making. AES was ultimately acquired by a Fortune 500 company in 2003.

Mike is an ardent supporter of his community, volunteering his time for many local endeavors. He also volunteers as youth sport coach and mentor, and served as the Chair of the California Chief Appraiser’s Council and the President of the California Association of Residential Lenders.


John (JR) RaffertyJohn (J.R.) Raftery, Chief Appraiser, DVS-AMC

John Raftery is the Chief Appraiser of DVS-AMC, Inc. His professional career spans 20 years of management and real estate valuation.

His early career was established in the hospitality industry with a degree in Hotel & Resort Management.   This is where he honed his personnel and customer relations skills while managing teams of 100+ employees.

In 2004 he exited the hospitality industry and began a career in real estate valuation; ultimately becoming a Certified Residential appraiser. In 2010 John made the move from independent fee appraiser to Staff Appraiser with a growing AMC. John was quickly promoted to a leadership role managing the forensic repurchase line for the GSEs. This experience in forensic valuations provided the foundation to develop highly successful quality assurance processes in the origination space.

In 2014 John transitioned to the role of Appraisal SME. In this role he was given oversight of quality assurance processes across all appraisal product lines. He continued to successfully develop sustainable quality assurance processes that complied with client guidelines, agency requirements and USPAP. John’s ability to forge strong client relationships allowed him to quickly resolve client concerns and identify successful strategies to mitigate future risk.

John joined DVS-AMC in September 2015 and brings a balanced approach to the valuation arena. His forward looking approach considers the spirit behind appraisal guidelines, risk mitigation, valuation fundamentals and the evolving requirements of the valuation industry.
